Functional Services are a group of agencies that perform functional roles that support response and recovery activities during an emergency, as specified in the State Emergency Management Plan.
Functional Services contribute to the coordination role of the State Emergency Centre (SEC). A State Controller heads each functional service.

The State Logistics Functional Service (LFS) will be coordinated by the SA Fire and Emergency Services Commission (SAFECOM) from 1 December 2008.
The LFS is required to activate during major emergency incidents, and tasks can include organising equipment, food, fuel, water, shelter etc for affected community members and responding emergency services personnel.
To ensure an effective and efficient 24hr a day, 365 day a year operation of the State Logistics Functional Service, rosters for key positions are established.
