Disaster Risk Reduction Grants Program 2020 - 2024

The Disaster Risk Reduction Grants Program supports initiatives which proactively reduce risk and limit the impact of disasters associated with natural hazards on SA’s communities and economies.  Taking action to address the causes of disaster risk, will strengthen resilience and enable communities to withstand, adapt and continue to thrive in a changing environment.

The National Disaster Risk Reduction Framework is the main guiding document for the grants program.  All expressions of interests must align to one or more of the priorities identified in the Framework. (

A total of $2m is available for the State Strategic Projects stream and $1.58m in grant funding is available for the Disaster Risk Reduction Grants in 2020-2021.

Disaster Risk Reduction Grants Stream

This Stream will fund projects that align to and progress priority objectives identified in key national and state strategic documents (listed below) and that can demonstrate sustainable community outcomes.

Expressions of Interest CLOSE COB Wednesday 7th October 2020

Step 2: The Grants Team will contact all applicants to advise whether your EOI has been shortlisted.

Shortlisted projects will be invited to complete a full application with detailed proposal details and costings.

Expression of Interest Close 7 October 2020, 5pm CST
Shortlisted EOI Applicants Notified 6 November 2020
Shortlisted applicants to complete full project application by 27 November 2020, 5pm CST
Successful Applicants Announced 8 January 2021
Funding Agreements Established By 19 February 2021

Conditions of Funding

  • Initiatives must demonstrate alignment to priority outcomes of the National Disaster Risk Reduction Framework
  • Minimum grant funding $50,000 and no set maximum
  • Applicants will be required to demonstrate cash or in-kind contribution to support the project (please see table below for contribution requirements)
  • Funding can run over multiple years
Matched Funding Guidelines
Eligible Organisation Commonwealth Government State Government Grant Recipient Funding (cash and/or in-hand)
State Government Up to 50% Up to 20% At least 30% (cash or in-hand)
Local Government Up to 50% Up to 30% At least 20% (cash or in-hand)
Non-Government - For Profit entities/businesses Up to 50% Up to 20% At least 30% (cash or in-hand)
Non-Government - Not-For-Profit (i.e. charities, volunteer groups) Up to 50% Up to 20% At least 5% (cash or in-hand)

Other Considerations

All types of organisations including community groups can apply. Cross-agency and cross-sector partnerships and collaborations are encouraged.

In addition to the National Disaster Risk Reduction Framework, priority will be given to projects that demonstrate the following:

State Strategic Projects Stream

This Stream will assist the State Emergency Management Committee (SEMC) to progress objectives identified in key strategic documents such as the National Disaster Risk Reduction Framework, SEMC’s Strategic Plan (2017-2022), Stronger Together, South Australia’s Disaster Resilience Strategy (2019-24) and the State Strategic Risk Mitigation Plans. Supported initiatives will be strategic in nature, and conducted at a State-level to deliver sustainable benefits across multiple hazards.
