Emergency Services Reform Engagement Process 2014

Between June and August 2014, Minister for Emergency Services, the Hon Tony Piccolo MP has undertaken a series of roundtable discussions and site visits with key stakeholders within the Emergency Services Sector. This process is in response to the Holloway Review into the Fire and Emergency Services Act, 2005 and to ensure the Emergency Service Sector is appropriately resourced into the future.

Organisations involved in the initial roundtables included representatives from:

Police Association of South Australia (PASA) Department of Premier and Cabinet (DPC)
Ambulance Employee Association (AEA) SAAS Volunteer Ambulance Service

The first combined roundtable was held at Parliament House on 12 June 2014, key guiding principles were agreed upon and circulated in a Reform Communique

Key principles were further discussed during roundtable discussions held in:

Port Lincoln Belair Hahndorf
Noarlunga Mawson Lakes Gawler

The Minister has also held individual discussions with Emergency Services staff (MFS, SES, CFS and SAFECOM) and their union/association representatives, and with the Volunteer Marine Rescue Council, SES Unit Managers Advisory Group, CFSVA and UFU.

On 14 August 2014, the Minister convened a second combined roundtable at Parliament House to provide key stakeholders with an overview of the consultation process to date, which will formed the basis of a discussion paper.  A second communique was prepared after this meeting.

 

A SAFER Community Discussion Paper

A SAFER Community - a Discussion Paper was released on 16 September 2014 with comments being accepted up until 24 October 2014.  This paper summarised the feedback provided from the extensive state-wide engagement process and proposes a preferred model that was identified through the engagement process.

There were a large number of submissions received, and we thank the time that people have obviously spent preparing them.  These submissions have been forwarded to the Project Team for analysis.  Some of these submissions were quite detailed and will provide valuable insight into the work of the project team and the specialist working groups.

 

Also released is the external audit of the shared services of the sector (Holloway Review recommendation #2). 

A third roundtable was held on 13 October 2014, with invitations extended to partner agencies.  A presentation on the reform was delivered by the Minister for Emergency Services which included a proposed model for the sector. 

A cabinet submission was prepared and was endorsed in early December.  The Minister presented the indicative model at a video conference streamed across the State on the 19th December.  The Minister also discussed the formation of the Emergency Services Reform Office (ESRO), which is made up of the Project Team.  The ESRO consists of three people and will coordinate the reform agenda.  In addition, the Reference Group is being formed, with representation from the associations and unions as well as young volunteers.  

Some of the first tasks for the ESRO are to: assist with the recruitment of the new Commissioner, establish the working groups to begin the reform process and to develop a comprehensive communication plan.
